Zombie apocalypse!

Hold on. Are we talking about the game or the anime / manga here? Because technically, in the game, everything goes down to numbers. In the anime/manga, it doesn't have to make sense. Hell, look at YuGiOh with the scene with "Catapult Turtle", this is an example:

So technically, Dragonite can survive a direct STAB'd Ice Beam (in anime/manga) with ease. In-game is extremely possible as well, with proper distribution of EVs. Your point?

Secondly, the recharge rate might be fast. -points to anime- Lots of things are broken, bro.

But then if you went for a SP def dragonite his hyper beam would not be as effective :F.
What if it icebeamed Dragonites wings and its mouth. MY point is you cant survive with only a dragonite in that situation.
