I don't really see how the categorization of a weapon as 'perfect' makes a difference.
Right now a decent end game weapon for an average player is only about 15-20 attack lower than a perfect one, and you can't go better than that no matter how much money you have.
But the absurdly low chance of all these scrolls succeeding and their destruction rate on top of the fact you have to risk them on already scrolled items means that the cut off point for the average player compared to someone who can afford to put billions, tens of billions or even hundreds, into a weapon will be much, much more significant than 15-20 attack.
If you call an extra ~20 attack "So beefed it shouldn't be possible" then boy, this new system is going to be rough on you.
