They actually did fix that at about may of last year if not sooner than that. I've been able to run jump ladders, and even ladder-skip for months now despite my horrid ping. It's greatly cut down the # of needless deaths i've suffered.
I'm still hoping they'll make a good workaround for the small delay in skill combos one day however...
