All crimes are based on context. If a mentally disabled person raped someone should they be put in jail with everyone else for a set amount of time? Punishment is typically based on precedent but when the "crime" is as large in scale as this one, they have to punish whoever they can.
If you're caught with stolen goods in real life then you'd be punished too. The police (or nexon in this case) have no way of knowing whether you stole the items yourself, or if you bought them while knowing they were stolen. Since assuming innocence wouldn't help the game, they were forced to assume anyone holding the items was knowingly guilty.
