It's friggin DC, that's why it's hard to say. If we are using the strongest Goku without fusions, which is SSJ4 Goku, he still has limits. When he fought one of the Dark Star Dragons in GT, he couldn't even win in his SSJ4 form. And that enemy wasn't even godly in terms of Superman Prime. So I know for sure SSJ4 < Superman Prime.
SSJ2 Goku vs Superman (from the "Superman Adventures") though, is a fair fight.
