Meant in a positive way, but her having to say that in itself is a bad thing if you're interested in her. If you aren't then it isn't a bad thing.

Being nice is bad if you want to get a girlfriend. Being nice is good if you want to keep a girlfriend.

Depends on the girl. Watch their tone of voice, their eyes-movements, as well as their lips. Is she smiling? Is she frowning? Is she giving you a blank look? That hints pretty much everything.

Ex (this happened to me, so I can give somewhat of an insight):

"Wow, you got me a bottle of rum. Damn. You're too damn nice!", and then the girl smiles and laughs, then proceeds on giving me a hug. Obviously a complement.

"Don't let people push you around. You're too nice at times." <- Implying that I should stand up for myself.

Differences? Yes.
