You explanation is almost accurate, but not entirely. I made an EV-list on GameWinners.com Forums 6 years back when R/S/E was huge. Uhhh.. for example, if one Gardevoir gives 3 SPE. ATT EVs, killing one Gardevoir = 3 SPE. ATT for your Pokemon. If you kill another, you have now accumulatively gained a total of 6 EVs for Spe. Att. For every 6, equals a stat point.
Ex:
6 Spe Att EVs = 1 Spe Att
6 Att EVs = 1 Att

Best way to gained EVs during R/S/E for me was to look at an EVs list, then look for the weakest and easiest Pokemon to find. Overly common Pokemon that spawns often works great. Max EVs that is applicable to a stat is 252, but max EVs total is 510 EVs per Pokemon. So if you were to divide it up, 252, 252, 6. 3 stats can only be boosted this way, unless you want to divide the numbers up differently, then sure, you could do more.
