Really the meaning is 100% dependent on what that statement is a "but" off.

"you should have stood up for yourself but you're too nice!"
"I thought you were going to be an ass but you're too nice"
"I'd date you but you're too nice!"

See? Totally contextual.

It was "Aw, I didn't mean what I said. You should have said something to me but you're too nice about it! Be a bit more confident, kay"
