How many notes did you get?

I have a report claiming to have got 4 notes at log-in at level 90. Need further confirmation, just giving a heads-up.
Also, I need confirmation that you can get the notes for level 1~13. Haven't checked the quest requirement yet but if there is a level prerequisite..

Also I just made a noob Aran character, 1 note every level up to 14 - I stopped there so I don't know if more come after that point.
