The ToS makes it clear that we are just users of their stuff. They own everything and thus they are the only victoms. Its like if i let my neighbor use my car all the time, and it gets stolen, he is not the victom, i am, so the police don't really want to talk to him about my car, and if i don't want the police involved, they are probobly not gonna get involved because proving a crime was committed without my help is crazy hard.
