Iirc, The democrats controlled the Congress at the time. People overlook the fact the another party may have been in control of the main output of government. But some blame could still go to Bush, as he was the one who signed off on it.
Its usually the opposing party that controls the Congress as opposed to the Executive branch, tho its not always.
