You need the Ticket to get in for the 1st Month, and then its free after that.

Just like how you needed the NX outfit for the 1st Month and then it was free after that.

You CAN get in without the cash shop ticket, it just takes a bit longer.
The regular ticket and the cash ticket both expire so you have to keep either re-buying the ticket or re-doing the quest.

If you can farm the quest pieces though, it'd be a lot more effective to stock up on the broken ticket pieces and just turn them in whenever you need.
