Yep, that's a handicap. Handicaps are disabilities, they don't need to have a specific cause like birth to be considered a real disability they just have to put you at a disadvantage from "normal" people. They may be able to do everything you and I can do but that doesn't mean it's not technically a handicap.

If I cut off your arm would you not be handicapped? I mean, it was caused by me after birth so...
