Cygnus isn't the only race fighting the black magician...they're supposed to be protecting the empress anyway. It's adventurers and the legends that will be fighting against him obviously.

I didn't say Cygnus were the only ones fighting them off. I know that Cygnus would never be of proper status to ever fight it, but we're fighting off the Black Wing members, right? That means that the Black Magician will never be resurrected, unless they change the story. I could see the Black Magician being the final boss of the "Road to the Future" at Time Temple, though.
