They aren't. I don't know what you did wrong, but this value should be 480 BA/s.

Also, factoring in E wands, Blaze is definitely better than Illusion, so that is what should be compared to.

More hits is not necessarily better damage with crits. That only holds for weapon classes because each hit gets +100% damage, which is the same for each skill. For a magic class, that 100% gets multiplied by Basic Attack, and Illusion has lower BA than Blaze. So Blaze wins out.
