1) Yes.
2) If you full combo an expert song without any star power at all, the score never changes for that song. Max scores never change.
If however, you throw in star power, max scores change completely based on when you use it. Use it at the right times (ie: when there are tons of notes) and your score goes way up compared to if you use it when there isn't anything going on.
3) Uh, don't know a site. It's better to just practice on your own if you can...
