You can only have as many shops as characters, and even then recently people haven't been able to set up more than 3 shops on the same IP.
Yup, dont mind the unrealistic nature of the comment, lol. Reminds me of that time they were going to have that sale of two regular store permits for the price of one...like we can somehow magically use both at the same time!
