2 battle ship > 20 Burst Fire?

Well, it depends on what you want really. Most of the Sair skills are pretty useful. You said that you wanted something you could use right away since you hit 4th, if you'd rather have 11 cannon 1 level sooner then go for it. But I'd think the extra freeze would be worth getting to aid your training.
