4th job advancement is pretty easy.
Go to El nath once you reach lv 120,talk to the 3rd job instructor.
Come back to leafre,talk to your 4th job instructor,then,or pay 10m into a scroll though the npc in eos tower 44th floor,or hunt manon + griffey to get two quest items,once you get those,you're done!
Note:you need to give those to chief tatamo.
Imma post also what you need to do to get your skills.
Air Strike,start the quest with that Old Bird in nautilus,he'll ask you some questions(Pretty random at all,mine was 10+15=?)
Then,to find the correct reactor,look at the eyebrows from the NPC clones,there'll be a different one.
Third part,just do like GPQ Gateway stage,keep taking screenshots each time you see a statue flashing,then open those,you'll never make it wrong like this.
Mind Control:Start with that girl in green clothes,at the gun training room,do a JQ,then protect the pink book for some minutes until you get a blue message in your chatbox.
Torpedo&Cannon:Talk to Kairin,defeat vikings and majestic vikings until you get the quest items.
OKay,just do like this,and you'll have all your skills,pretty simple.
