But, it still makes no sense for people to compare this to a glitch. There was no malfunction in the system.

Rather than punish everyone for it, they made the process itself prohibitive so that it encourages the usage they intended/desired, not what it had been coopted to become.
Why didn't they just make families available only to level 70+ then? Now you can't even switch families to teleport to someone (I have no idea how some people call this abuse, considering it isn't even farming). This change doesn't even prevent rep farming; I made a new rep mule yesterday, with only minor problems. This definitely hurts people who don't farm rep more than it does those who DO farm it. What if your family members quit? Then you lose rep to leave. People who farm rep would be much less concerned about that loss.
