The actual chapter and name of the General are more difficult; I have a full Nintendo Power walkthrough for the game at home, and since it's rather difficult to find full map renders of each chapter online, I'm afraid I can't state the exact answers for those questions. At the very least I notice fog in the map and stairs by mountains, which tells me it's probably the mountain pass level or something in the south-eastern part of the continent.
Good guess, but no. The general in question is on my team, meaning it can only be one of two people. There are no mountains, just cliffs, and it is not in the south-east. But south is correct. Keep trying!
