What... Ampharos was never OU. Are you talking about R/S/E gen or 4th gen here? Or just regular Pokebattling? Amphy was always NEAR BL or UU. The last time I fought a Amphy, it was using SubPunch with T-wave and HP-Ice/Leaf. Amphys takes a while to set up too. Their speed isn't exactly magnificent.
