No, Fiel stated it was always a static number, but it was kinda arbitrary, something to the effect of 195,XXX damage. He said he didn't keep track of the number.
So that does prove that snipe deals static damage, however, the number that it actually deals is not 199,999 like originally perceived. But, it's up to Fiel to tell us the exact figure.
