you must meet the dex requirement with everything except what you are trying to equip.
extreme example of why people say you can equip items without ever actually meeting the requirements:
lets say you have 6 equips that add 6 dex each and all require 130 dex. your base dex is 100. you have a 7th equip that adds 30 dex, but is useless otherwise because you have a better equip to replace it (ie, 10 att or 30 luk). if you equip your 30 dex item and then your 6 6dex items and then replace the 30 dex item with the superior gear, each item will remain equipped because that item will see that you have the required 130 dex without it. and you will have a total 136 dex.
