Question regarding Stimulators for Maker

So hypothetically speaking a stimulator used while using maker can't give a ...let's say.... chance of +10 attack on a weapon?

If you used a stimulator, a high grade diamond, and a high grade BC, you could potentially get a weapon that is 11 att above average. Although, you could do it without the stimulator, too. The only function the stimulator provides is the ability to keep items from going below average.
