Well, I can only tell you a little bit from the weapon making I've done with Maker. Of the two weapons I made, I used an Intermediate Diamond(+2 atk) and a Stimulator on each. One came out +4 above average, the other +5 above average.
It could be that Maker can add or subtract +atk to the weapon even if you don't add anything to "strengthen" it. But Maker isn't like monster drops. If a Blue Marine dropped, it could be anything, but most of the time it is either average or 1 below average. Maker seems to stay constant with the average attack, but I have no proof.
More than likely though, if you add an Advanced Diamond and a Stimulator, the very least you can expect is +3. Since if the weapon is 1 or 2 below average, the stimulator and diamond together would at least represent +5 atk as to make it +3 anyways. So the luck of the draw is ALWAYS with you
