Steps to depopulate Scania

Aka. I want to continue to play with my friends. However, should anyone else on scania wish to invite firends to join the game, said people should be denied that.

If somebody really wants to play with their friends, they could transfer to another server to hang out with them. Or there could be a friend code that people in Scania can give to one friend so they can get in, but it only works once. Otherwise a jackass could post the code everywhere and then the whole idea would be useless.
