Fairly certain that's accurate. Or at least, it's held true for all my test cases so far.
[FYI, My test cases include 140, 160, 172 INT (and some more in that range.. I don't remember them all) on my main and 5x INT on a mule. (Now that I think about it, I probably should've bought 2 Aura Rings to bump me up to 174 INT while I had an INT Maple Leaf.
