When it's just talking, then they both mean the same thing.
If you're talking about a specific college/university, then it just means what is at the college.
Ex. The University of Utah provides more courses, and a wider variety of courses than Utah Valley State College
I'm not sure how it works, but Universities offer more courses than (State) Colleges.
But, I'm pretty sure that your reference is the same thing.
