Where I live, College is for people who...
A. Are not smart enough to get into University
B. Cannot afford to go to University (college is cheaper)
C. Want to do something not as mainstream/more practical
Then again, it depends on the area. Some Colleges here are better than some Universities in more obscure areas. Ex. Langara College is better than University of British Columbia Okanagan.
Also, some colleges here are called Polytechnical Universities...to my knowledge, it just means its better than college, but not as good as university.
Edit: As for the "divisions" within a school, we call those faculties here.
