Open up Task Manager (Ctrl + Alt + Del) and under the "Processes" tab, find "explorer.exe".
Click on that process, then go down to "End Process". Click okay on the confirmation, then your taskbar should disappear.
After that's done, go up to "File" then to "New Task (Run...)". Type in "explorer.exe" and it'll restart the process, bringing your taskbar back to life.
