Doesn't seem to work that way in GMS. I had the Lv70 helm, Lv70 earrings, Lv64 weapon, and Lv0 cape, but no effect. Then upgraded my cape to Lv20, still nothing.
I upgraded the cape to Lv70, then got the effect.

I think you need Lv70 cape, earrings, and helm, with Lv64 weapon for the effect. Maybe.
