Anti-Bot monsters

Most of the guessing has been wrong so far.
The map data has the following Elements:

ProtectItem points to the vnum of the reactor object with the script to disable the botcatcher.
TimeMob ID is the vnum of the mob to summon.
startHour and EndHour are the time range that the bot catcher is active. The mob will only respawn during this period when it's mobtime is up.
timeMob message is the message displayed when the mob is summoned.

Further down you can also find:

This is the instance of the mob on the map, and how frequently it should appear, 3600 being an hour.

It's questionable whether or not it's only summoning between the startHour and EndHour, but the functionality for it to do so was originally there, making it possible for the magatia mobs to only summon overnight.

Rurumo in particular has a very jacked up schedule:

Security Camera	3	7	3600	Automated Security System will activate. Operate the control unit to regulate the system.
Shade	22	14	3600	Shade has appeared from the shadow of the subway. You must light the street lamp on Shade to weaken its power.
Snow Witch	22	14	3600	The Snow Witch has appeared in the midst of a snowstorm. Offer drop items on the Altar of the Hunter to appease the angry Snow Witch.

So Rurumo spawns every 40 minutes between between 3 am and 7 am PST. Yeah. That's not entirely worthless, not at all.
