It's not my fault someone was dumb or careless enough to drop that much money. Since you didn't make your examples clear enough, I'm going to go ahead and assume that these $1000s are raw money, paper bills. Nobody's name is going to be written on a paper bill, so giving it the police is useless since they can't track whose money it was anyways. (More than likely, the police officer is going to take it for himself when you hand it to him. Who DOESN'T like free money after all right?)
Here's a question to your question, for you to think about:
Undoubtedly, most people, if they find $1 on the ground, they'd keep it. Why should $1000 be treated differently? It's still money, it's still dropped.
