Boot setting problems

Alright, I have a Dell Inspiron 530, and it has been getting the "Diskette Drive 0 Seek Failure". I believe I know how to fix this but it has been fine up until this point. It'd just require me to press some button to continue. Eventually after installing Windows updates one day, it required me to press F12 at start-up (F2 for BIOS, F12 to Load Boot Settings). This worked for quite some time. Now, the USB keyboard will not get powered up on start up nor will the mouse. There are no PS/2 slots, and the lights on the keyboard don't flash. All the USB ports provide power, and the keyboard/mouse works on my other computers fine. So I can't press F12 to load the boot settings and finally fix the suspected problems (BIOS is out of date and I need to boot from hard drive first and disable FDC?). But unable to press any key, I'm totally screwed. Any help would be appreciated, and why the hell doesn't it load the boot settings?

I thoroughly googled this, and was unable to find any advice for my predicament (except drain residuals and restart, unplug everything and restart [presumably to wait for it to boot, but it won't], and that sort of thing).
