i dont think is clearly... and til now no one proved why the scroll is meant to be 10% and not 100%? and you cant defend using logic or common sense, if you look on all the recent changes on game, taos/cwk weapons coming from golden boxes, 10 ~12 att pendants droping easily from pq bosses (better than HT lol). got mixed up too? wrong ID? no, they are here because is the way nexon think they should be released this way
this is fair? of course not, but is how the game works and some ppl never will never understand that and try to find "equality" in a game that isnt fair
NL + apple on bosses is fair?
AMs /Bishops using 2/3 of area on newties/skeles maps because their ultimates is fair?
Bowmans and the crapiest hp on game is fair?
LoLPALADIN* job is fair?

i dont think so either, but now they are released and some ppl already have their godly swords. would be fair remove those scrolls now and let everyone who doenst have a godly sword out?

You see how easy it would be? If you just accidentally type 3 instead of 2, you've just released GM scrolls to the game. It's so clearly a mistake that it's mind-boggling that anyone could claim it's intentional.
Again, that being said, this is a different case from the Branch Noses because while they could be removed, these scrolls have already been consumed so there's no way to know. All they could do is correct the imbalance by leaking some other type of weapons, but it's highly unlikely because that would mean owning up to a mistake and we all know that's something they rarely do.
