The problem is that bowmen already have 2 stats. DEX for a warrior is their second stat. STR doesn't add hp, thus it isn't the same thing saying a warrior's acc problems is equivlent to a bowman's hp.
Although adding points into hp isn't necessarily bad, since after all we do have enough damage as is.
Than again, they could have made more ingenious ways to restrict ranged classes than absolutely killing them. A safe spot is always nice, like an area of the map that isn't effected by the killer-death-spell. That way, all ranged attackers would have to move there every time PB attacks, effectively cutting their DPS.
