It's as people said though: It's very easy for melee classes to scroll for gear that lets them hit better while still maintaining their damage; DEXless warriors sound familar? Scrolling for HP is an entirely different matter.
The only solution I can think of is implementing scrolls like Scroll for armor for Greater/Supreme HP. Greater would be +25/+50/+75, Supreme can be +40/+80/+120.
Hell, why not implement stronger versions of other scrolls too? I'm sure Scroll for Shield for Greater/Supreme Weapon Attack will make many Shadowerers/1H Warriors happy in their pants. Damn, it'd be great drops for high level monsters, give people a reason to train/hunt.
