Why is mp recovery useless?

I thought it was stupid that you can't use MP recovery during Transform. I wanted to max it for similar reasons, so I did. Then I get to 3rd job and find out I can't even use it when I want to. And being that we have such good MP pots in gMS, it really boils down to being a minor money saver. I would have a higher opinion of it if you could at least use it during Transform...
