Israel is allowed to have closed borders because the people on the other side have declared their intentions to destroy Israel, and regularly demonstrate these intentions by attempting to kill any Israelis they can.
Mexico is not at war with the United States, and its people don't want to destroy the US or harm its citizens in any way. They want to join them.
It's the difference between being allowed to shoot and kill someone to defend your life, vs. being allowed to shoot and kill someone to defend your property. Practically everyone agrees with the first, far fewer agree with the second.
