The company doesn't just want you playing and using up their resources (of which they allocated way too few to Reboot). They want you buying NX. And if they don't put anything in the Cash Shop that you want to buy, you won't be doing much of that.

People are botting up accounts for sale. For some real-world dollars you can buy an account with several - or many - billion meso on it.
Maybe if they completely disabled storage in Reboot that would slow that business down (not everybody wants to main random-named Blaze Wizard character, no matter how "funded").
People are also selling boss carries and meso-botting leech, both for real-world money.
I daresay hackers are making more $$$ off Reboot right now than Nexon is.

Furthermore, it has an effect on player motivation.
People who aren't competitive don't mind playing in the existing servers, for the most part. The fact that others can just plunk down a few thousand dollars and instantly beat CRA or Hellux doesn't bother them. In fact, they're glad to have someone to carry them through bosses or sell them best-in-slot gear for a low meso cost.
Competitive people, however, wanted Reboot for the "level playing field" aspect. To know that with hard work they can be "the best."
If the server is cheat2win rather than pay2win, it's no better, and in some ways much worse, than the normal ones.
