You're telling me this is what I would've gotten if I had waited a few days and not logged on for the Black Heaven thing?

Lots of people got both the Black Heaven Gift Pack and this welcome back package.
According to what Artasi said on their forums, they made their list of qualifying accounts on March 1st.
If you only logged in after that, and didn't get the box (after yesterday's patch), it might be because of that false perma-ban still staining your account. Write their Customer Support (customersupport@nexon.net) and hope for the best.
