So, wait. The game isn't live yet, but people are able to access character creation?

Is the character creation something offline that anyone can do? Or are some servers up but not the servers that let you access the game yet?

Users chosen to be testers were able to create characters for the last two days but you couldn't play the game itself. It was just to give you a chance to set up everything beforehand so you could go straight into the game (starting today).
