It's practically the most useless hyper attack in the game, the only other hyper that comes close is Hero's attack.
Hero's is better than kaiser.
RR is currently only useful for A) evo B) commerci C) Zakum/HT/chaos/PB statues/emp instructors D) Any situation with iframes E) Killing bosses that die in less than 12 RR seconds.
I use it at hell gollux gem though because his attacks have iframes and barrage doesn't deal extremely well with that.
