No, it's not too harsh. People who knowingly buy duped items (and how could you not know it's duped? There are a billion of them floating around with the same ATT and nametag) don't deserve any compensation. If anything, I'm amazed they got a clean pair of VSS.
Same with the No-Boom AEE abuse and Tyrants.
