how is it harsh? Why should a legit player who paid potentially hundreds of dollars to 10 star (or more) their tyrants have to watch their hard work be almost literally pissed on by people who can't play by the damn rules? They took the risk, and they got what they deserved. They should have been outright banned, not a simple slap on the wrist like this. This is not a matter of "needs" or "I've tried so hard and gotten nowhere because of bad luck", this is pure and total greed. It's wanting to get ahead of everyone else at no cost or effort.
