The problem is, every time they dupe, 10 billion mesos enter the economy. And during this time the dupe has been public, that would account all together for an unimaginably huge amount of mesos. Therefore, there's really no other choice than to rollback. And even if the items are on those hackers and not in FM, they would slowly come up into their merchs, and thus enter the economy. So that rollback really is inevitable in this case, no matter how are you trying to see this...
