Only reason i feel 160 gear will be easier than most to get is because they are trying out a new system. What's the point of the system if players can't readily access/use to see how they like it? What I feel is that the set ties in with the whole ship game (which reminds me of this game that's been advertising itself where u sail around on ships and complete trade missions. Forgot the name though...)
I feel the sea bosses can drop the equips and their difficulty will probably be based on you're ship level or w/e.
