I think you misunderstood me or missed my earlier post, the armor gains 17 all once it hits level 5, but the weapons gain 3 levels of 11atk and 2 levels of 12atk (and now +10% Ignore DEF and 30% Boss), for a total of 47atk (or magic attack), which puts them at like ~20atk higher than Fafnir weapons.

But these aren't actually "levels", if they were, they'd be marked so. These are "sealed", implying that you have to do something in order to level it up other than training, it first showed up when Pink Bean came out (then again, so did levels), and the original Timeless Pendant was "sealed", the only other item that has such a thing is the Inverse Codex, which we know you can't just level. We should probably wait and see how difficult it would be to obtain these levels.

Or perhaps, depending on what you upgrade, you maybe get the levels.

Ah ok I see that post, yeah I kind of misunderstood it because you were using "set" a little loosely which made me think that you meant those 160 set you mentioned was yet another set. Ok I'll edit my calculations too.
