Age Limit on smoking Legal substances?

A series of questions around the limits of cigarettes:
-Do you believe there should be a set age limit on smoking legal substances?
-A ban on tobacco products?
-A ban on youth advertising on cigarettes?

I ask this because smoking is a situation where the repercussions to others are minimal in almost all situations.
It is only detrimental to the user-mostly.
